The promulgation of these measures is an important measure taken by the Provincial Environmental Protection Department to deepen the reform of the “distribution service” in the field of ecological environment, scientifically implement differentiated peak production measures, guide enterprises to actively control pollution, and achieve high-quality economic development. 1, precise policy

Enterprises apply for suspension of production exemption, in addition to meeting the four basic conditions of industrial policy, environmental credit rating, sewage permit and stable compliance, according to environmental infrastructure, steel industry, cement industry, building materials industry (including industrial furnaces), Seven categories, such as electrolytic aluminum, petrochemical industry and other industries, meet specific industry exemptions.


2. Positive incentives

According to the previous requirements for emergency control and heavy pollution weather control, the production limit measures are implemented for the industry, and do not reflect the differences between different levels of governance within the industry. Take the steel industry as an example. This method clarifies the stability of the sintering line. To achieve ultra-low emissions, they can be exempted, which will enable enterprises to take the initiative to accelerate the progress of ultra-low emission reform and strive to obtain a waiver.


3, people's livelihood priority

Enterprises that are concerned about major people's livelihood concerns such as heating shall be exempted. If the public coal-fired power plants have achieved stable and ultra-low emission of flue gas, they shall be exempted, and exempted from the emission of waste gas from waste-to-energy and hazardous waste incineration enterprises.


4, service quality development

On the one hand, enterprises belonging to strategic emerging industries can apply for exemption if they meet the basic requirements of environmental protection. On the other hand, they cannot be exempted from industrial enterprises listed on the list of “scattering pollution”. The production technology, technology and products belong to “Jiangsu”. The provincial industrial structure adjustment restrictions, elimination and prohibition catalogues cannot be exempted.


The suspension of production restriction is applied on an annual basis and is completed by the end of October each year. Enterprises first report to the local county (city, district) environmental protection department, and the county (city, district) environmental protection department will conduct preliminary examinations with the industrial production authorities. The environmental protection departments of the districts and cities shall, in conjunction with the competent industrial production departments of the districts and municipalities, verify the materials submitted by the counties (cities, districts), and if they meet the conditions, they shall be publicized, and the public notice shall be formally exempted without objection.


The provincial environmental protection and industrial production authorities shall supervise and manage the implementation of the suspension of production restriction exemption policies. The environmental protection departments at all levels shall be implemented in accordance with the list of exempted enterprises in the process of peak production and heavy pollution weather emergency management and control. Once an enterprise that has been found guilty of fraud or excessive discharge in the production process, the company will cancel the exemption in time and cancel the next one.
